Counter balance is designed to be used only with the North Water rescue float. Counter balance is simply a pleated nylon bag that clips to both ends of the paddle float. PVC flap at the mouth of the bag acts as a one-way valve preventing water from escaping the bag. Water is drained out of the bag by simply flipping your paddle blade over; the water drains through mesh on the topside of the bag. When submerged the bag fills with water creating additional resistance that prevents your paddle from lifting out of the water during a self-rescue. More info + price
